The 1992 riots were not the first time the Parker Center became the focus of community frustration. Throughout the 1980s, activists from communities of color gathered in front of the building to protest police tactics. Schave pointed to "haunting" images of crowds gathered at Parker Center. Police officers stood in formation as demonstrations grew and turned violent.

The movie was directed by the TV veteran Daniel Sackheim, who worked on "ER," "The X-Files," "Law & Order," and other series that are smarter than this.
